We looked at information we held about the service to help us plan the inspection. This included written notifications the provider had sent to us about any important events when they happened at the service. This is information we ask the provider to send us; to give some key information about the service, what the service does well and any improvements they plan to make.

With a few exceptions, accommodation in a care home cannot be bought or rented like retirement housing. Think of them more like full-board hotel accommodation with 24 hour care available. A care home is a residential setting where a number of older people live, usually in single rooms or hotel-style suites, because they need regular or continuous access to care. Both ownership and rental options are commonly available, as well as alternative ways of paying for the services on offer – including part deferring payment until a property is sold.

We support peoples right in care including their continued links to participating as a citizen of the wider community and to have emotional and social needs accepted and respected. We have procedures in place to safeguard clients and accessible and open procedures for addressing any suggestions or concerns raised by clients or their representatives. Relatives were generally happy with the care provided by the home with one person telling us “Whenever we visit his room is always so clean and tidy.

The improvements also meant that people experienced care and support that met their needs, protected their rights and ensured appropriate arrangements for the management of their medicines. The service was well managed and led internally by the registered manager, to help ensure person centred, safe and effective care. The provider’s external governance and oversight arrangements had been revised and improved since our last inspection, to consistently ensure this for people’s care ongoing. East Clune is a registered provider of living accommodation for people who require personal care. Everything we do is driven by the needs, abilities and aspirations of our clients as far as is practicable. We are committed to the principle of consultation and full involvement of clients at all stage.

The site’s 4 million visitors a year comprise roughly 45% older people, 45% younger family and relatives, and 10% professionals who work with older people. Care services offered to people in housing-with-care facilities are regulated, subject to periodic inspections and awarded grades. People received care from kind, caring staff who ensured their dignity, equality and rights in their care. Staff knew people well; how to communicate with them and understood what was important to them for their care.

People were supported to have maximum control of their lives and staff supported them in the least restrictive way possible. The provider’s related policies and systems supported this practice. Jointly agreed information sharing protocols were followed, to ensure consistent, informed care as agreed for people’s care, if they needed to move across local care services. During the inspection we spoke with five people receiving care at the service and two relatives.

Peoples’ views about their care were regularly sought and they were consulted and supported to engage in home life in a way that was meaningful to them. People and their relatives knew how to raise any concerns or complaints they may have about the service and were confident these would be listened to and acted on. The Care Quality Commission is the official regulator for the care sector. They inspect care homes and care services to make sure they are safe, caring, effective, responsive and well-led. A care home’s CQC rating can tell you whether its service is deemed to be outstanding, good, requires improvement or is inadequate.

People were appropriately informed, involved and supported to understand, agree and make ongoing decisions about their care. The service had a manager registered with the Care Quality Commission for this location. Like the provider, they are legally responsible for how the service is run and for the quality and safety of the care provided.

While moving to a care home does involve upheaval and a period of adjustment for everyone involved, there are many advantages of living in a residential care home. Just be aware that we do not provide housing or care services ourselves, so we cannot accept applications for housing and do not have any control over the services listed on our site. We have recently been able to open EAC Advice, a new 'housing options' advice service for older people. Those run by private operators more often focus on lifestyle, with help and care services discretely available to buy if or when required. Daily help, including personal care, is available on site and one or more meals are available daily in a dining room or restaurant. Additional facilities are also common – for example hairdressing salons, hobby rooms and gyms.

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time. Staff were trained, informed and supported to provide people with the care they needed.

During our visit we found that some improvements had been made and people living in the home had access to more activities and residents meetings were taking place. We also found that people care plans did not always reflect their individual needs. People we spoke with told us they were happy but that sometimes staff seemed busy. In their action plan, the provider told us that they had put a number of arrangements in place to address these issues. People, relatives and staff were confident about the management and running of the service. People in care homes receive accommodation and nursing or personal care.
